          "An Act adopting the Uniform Environmental                                                                            
          Covenants Act; relating to environmental real                                                                         
          property covenants and notices of activity and use                                                                    
          limitation at contaminated sites to ensure the                                                                        
          protection of human health, safety, and welfare, and
